在元伦理学中,价值多元主义是一种常与以赛亚·伯林联系在一起的思想,认为存在着诸多客观的、相互冲突的甚至不可通约的价值,于是人们不得不在其中进行痛苦的道德选择。多位行政学者(特别是瓦格纳和斯派瑟)声称,价值多元主义对于公共行政有着深远影响。但是,其论点的说服力值得怀疑。这篇文章批判性地审视了价值多元主义在行政学理论中的作用,结论是:学者们关于其影响的各种理论阐述不够合理,不够彻底,也并不一致。所以,价值多元主义对公共行政的影响(如果有的话)仍是一个值得商榷的学术话题。
In meta-ethics, pluralism of value is one often associated with Isaiah Berlin, in the belief that there are many objective, conflicting or even incommensurable values in which one has to suffer Moral choice. Many administration scholars, notably Wagner and Spicer, claim that value pluralism has far-reaching consequences for public administration. However, the persuasiveness of his arguments is questionable. This essay critically examines the role of value pluralism in the theory of administration and concludes that the various theories elaborated by scholars on its impact are not reasonable enough, not thorough enough, or inconsistent. Therefore, the impact of value pluralism on public administration, if any, remains a debatable academic topic.
