一、国有商业银行信贷管理存在的问题rn1.管理理念陈旧,经营意识淡薄,市场营销能力严重不足.稳健经营、风险控制应是现代商业银行信贷管理长期坚持的基本理念,但是我国国有商业银行的信贷经营理念僵化,管理手段过于行政化,突出表现在:一是权力过于集中,基层行处与市场最为接近,但经营自主权却没有,决策的时效性不能保证,往往丧失很好的获利机会,极不利于风险控制.二是市场营销能力不足,过多依靠行政手段进行调控,导致基层行处市场调查及其细分工作强度不够,使“以市场为导向,以客户为中心”成为了一句空话.三是缺乏系统性的行业分析和风险研究,信贷政策导向上摇摆不定,稳健经营理念不能贯彻始终,从早期的“稳定”贷款、缴税贷款、助学贷款、抓大放小,到近几年的基础设施贷款、个人住房贷款和中小民营企业贷款,都有一哄而上的色彩,短期行为严重,层层下达考核指标,有些指标超出经营行处实际承受能力,并与经营行处奖惩及职工收入严格挂钩,导致基层行处信贷经营行为短期化,要么极度扩张信贷规模,要么以贷收息,这些短期行为必有后患.
