钱塘江是举世闻名的强潮河口 ,涌潮最大高度 3m左右 ,流速 6~ 8m/s,实测最大涌潮压力为70kPa ,最大流速 12m/s,动力条件强劲 ,对海塘、丁坝等各种建筑物破坏力极大。以往钱塘江海塘基础防冲工程采用无围堰乘潮施工 ,海塘底脚须高于低水位以上 ,施工质量及施工进度均难以保证 ,由于塘脚前滩地冲淤变幅较大 ,当滩地刷低后 ,塘脚挂空 ,塘外坡土体在低潮位时渗透逸出坡降大 ,发生流土现象 ,塘脚乃至护坡发生坍塌 ,涌潮顶冲地段工程屡修屡毁。提出了一种在海塘堤脚外 2 0~ 10 0m的中低滩地上填筑土工布充填土管袋围堰结构 ,能有效地抵御强涌潮冲击 ,使塘脚基础可做到滩地最大冲刷深度以下 ,解决了塘脚偏高的老大难问题。
