我国乡镇林业站人才缺乏与人才群体难以稳定已成为林业站建设亟待解决的一大难题。文中针对这一问题提出如下建议:建立乡镇林业站人员绩效工资机制、素质提升机制和人才群体稳定机制,尽快将乡镇林业站人员工资经费全部纳入财政预算,实行有偿服务,激励乡镇林业站技术人员发挥服务职能的动机与行为;提高准入门槛,强化培训,严格绩效考核,促进乡镇林业站人才素质提升;注重林业发展环境建设,为乡镇林业站人员职能发挥提供必要的硬件设施环境和条件;积极开展生态文化建设,为乡镇林业站开展工作提供良好的社会环境。
The shortage of talents in township forestry stations and the difficulty in stabilizing the talent pool have become a major problem to be solved urgently in the construction of forestry stations.
