一九五四年我省共有六十九个地方国营厂矿推行了集体合同,对加强工会工作计划性,建立与健全劳动竞赛的秩序,改进与提高企业管理水平,改善职工物质文化生活,保证完成与超额完成国家生产计划与增产节约任务,均起了一定作用。但由于缺乏经验和某些企业的领导干部封这一工作重视不够,所以存在着签订不及时、发动群众讨论很差、缺乏检查总结、合同内容中心不够明确、措施不够具体切实等缺点和问题,这些都严重影响着集体合同作用的充分发挥。一九五五年是我国第一个五年计划的第三个年度,任务更加艰巨和繁重,因而认真签订和贯彻集体合同,深入开展增产节约劳动竞赛,乃是保证完成与超额完成一九五五年国家计划与增产节约任务的重要条件。为此,特对明年推行集体合同工作作如下指示:一、随着企业管理工作的不断改善和劳动竞赛秩序的逐步建立,明年在大部分地方国营厂矿推行集体合同的条件已基本具备。因此,一九五五年内,地方国营厂矿,凡有生产财务计划,任务固定,生产正常,并在推行集体合同方面具有一定经验的单位,均应签订半年或年度合
