管理与领导的关系是一个重要的而又容易受到忽视的问题 ,长期以来 ,存在二者运用混乱的状况。随着现代管理学与领导科学的纵深发展 ,出现了某种将管理与领导看作独立体系加以研究的学术倾向 ,一般认为管理的功能是维持秩序 ,而领导的功能是推进变革。这一功能差异使管理与领导存在着尖锐冲突 ,但对现代组织来说 ,管理与领导都是不可或缺的 ,需要二者的有效合作。中国当代行政组织运行最重要的特征是非规范化 ,因而在相当长的一段时期内 ,应把提高管理水平 ,作为行政工作的重点。
The relationship between management and leadership is an important issue that is easily overlooked. For a long time, there have been situations in which the two are confused. With the further development of modern management science and leadership science, there appears an academic trend of studying management and leadership as an independent system. It is generally believed that the function of management is to maintain order while the function of leadership is to promote change. This functional difference has sharp conflicts between management and leadership. However, for modern organizations, management and leadership are both indispensable and require effective cooperation between the two. The most important feature of the operation of contemporary Chinese administrative organizations is non-standardization. Therefore, for a long period of time, improving the management level should be the focus of administrative work.
