根据当代国际直接投资发展的新特点和世界市场的竞争状况，考虑到充分发挥我国现有产业优势及境外投资的可能性。应以具有比较优势的制造业作为境外投资重点，有选择地投资于进口替代型的资源开发业，适当扩大对高新技术产业的投资规模，逐步提高对金融保险等服务业的投资比重。以下对这种战略的要点展开分析。
