怎样充分调动秘书工作人员的积极性、主动性和创造性?根据我们的经验,必须在“理解”二字上下功夫。所谓理解,从领导的角度来说,要体现在三个方面:一是观念上要更新。领导同志和秘书人员的关系,是领导与被领导的关系,秘书人员必须按照领导的意图办事,为领导提供各种服务,这是自身的职责,是没有疑议的。问题在于有的领导同志只强调秘书人员的办事职能,往往习惯于“我怎么说,你怎么办”,而不注重发挥秘书人员的参谋职能。这种传统的观念和习惯,已经不能适应新的形势。事实上,办公厅(室)秘书工作的第一作用是参谋助手作用,与之相比较,其他作用都是次要的。我们实现领导决策的科学化、民主化,其中一个重要方面,就是要发挥秘书人员的参谋、助手作用。党委在探讨问题的过程中,应当充分发扬民主,吸收有关秘书人员参加,让他们敞开思想,自然地顺畅地发表自己的观点、意见和建议。这样做,有利于启发思路,对照比较,有利于上下之间
