目的通过对卫生适宜技术多元化的培训方式进行成本-效果评价,探讨经济有效的培训方式。方法通过核算甘肃省农村卫生适宜技术培训财务报表及相关纪录获得培训成本(C),将培训前后成绩的提高幅度作为评价的效果指标(E),分别计算成本-效果比(C/E)和增量成本-效果比(△C/△E)。结果人均培训总成本中医技术(1 465.61元)高于西医技术(872.79元)、计生技术(261.26元),其培训学习效果最优;以计生技术为基准,培训成绩每提高1分,西医、中医技术要多投入成本依次为37.96元,54.67元。人均培训总成本省级培训(1 432.49元)高于县级培训(306.93元),其培训学习效果也优于县级培训;以县级培训为基准,省级培训成绩每提高1分要多投入成本66.96元。结论对操作相对简单的中医技术,可聘请本地专家进行,以降低成本;省级培训成本较高,可采用分级培训方式,在保证培训效果的前提下节约培训成本。
OBJECTIVE To evaluate the cost-effectiveness of the diversified training methods for health appropriate technologies and to explore cost-effective training methods. Methods The training costs (C) were obtained by accounting for the financial reports and relevant records of rural health appropriate technology training in Gansu Province. The improvement rate of the scores before and after training was used as the evaluation index (E) to calculate the cost-effectiveness ratio (C / E) Incremental cost - effect ratio (△ C / △ E). Results The total cost of per capita training was significantly higher than that of western medicine (872.79 yuan) and the birth planning technology (261.26 yuan), with the best training and learning effect. With the birth planning technology as the benchmark, every 1% Chinese medicine technology to invest more cost was 37.96 yuan, 54.67 yuan. The per-capita training total cost of training at the provincial level (1 432.49 yuan) is higher than that of the county-level training (306.93 yuan), and its training effect is better than that of county-level training. At the county level, the provincial training score is increased by 1 point Input cost 66.96 yuan. Conclusion For the relatively simple operation of traditional Chinese medicine technology, local experts can be hired to reduce costs; higher provincial training costs, can be used hierarchical training methods, to ensure training effectiveness under the premise of saving training costs.
