1999年10月25日“为了明天——预防青少年犯罪展览”在京开幕,据该展览有关数据表明:我国青少年违法犯罪正在向低龄化发展,90年代以采,犯罪初始年龄比70年代提前了2~3岁。同时,青少年利用计算机犯罪也有发展蔓延趋势。联合国禁毒和预防犯罪办公室编发的一份材料显示,世界各国青少年犯罪的年龄界限多呈下降趋势,如俄罗斯为14~17岁,加拿大为12~17岁,美国为10~17岁。与70年代相比,我国90年代青少年犯中14岁以下少年比例增多,在少年作案成员年龄中所占比例已由1991年的1.3%提高到1998年的1.9%。同时,随着计算机的普及发展,青少年利用计算机盗窃、诈骗、贪污等智能犯罪增多。1998年2月
