在当前改革形势和要求下,结合交通运输行业新常态下的转型发展要求,我省交通运输部门在资金筹措、债务管理和预算安排方面也面临新的矛盾和问题。一是传统部门贷款融资模式不可持续,而以公共财政投入、政府债券为主的融资模式尚未完全建立,进一步加剧了交通建、管、养资金不足问题;二是省级交通部门已经形成超过300亿元的普通公路、干线航道建设债务,交通部门已经没有能力也不允许再进行贷款融资,直接影响到下阶段的交
Under the current situation and requirements of reform, in light of the requirements of transformation and development under the new normal of the transportation industry, the transport sector in our province also faces new contradictions and problems in terms of fund raising, debt management and budget arrangement. First, the traditional departmental loan financing model is not sustainable, while public financing, government bond-based financing model has not been fully established, further aggravating the problem of insufficient transport construction, management and capital raising; second, the provincial transportation sector has formed more than 300 100 million yuan of ordinary roads, trunk channel construction debt, the transportation sector has no ability nor allow loan financing, a direct impact on the next stage of the transaction
