“九五”期间，我国基础教育改革和发展取得了辉煌的成就，积累了丰富的经验，为新世纪基础教育的改革和发展奠定了坚实的基础。进入新世纪，义务教育面临新的形势，也遇到了新的挑战。韩清林同志的这篇文章，对当前和今后一个时期“普九”工作已经遇到或可能遇到的一些实际问题进行了深入的思考和分析，颇有见地和价值。其中的一些看法和议论，尽管是一家之言，但对于深入研究改革中出现的问题，进一步完善有关政策，不无益处。
During the Ninth Five-year Plan, China’s fundamental education reform and development made brilliant achievements and accumulated rich experience, laying a solid foundation for the reform and development of basic education in the new century. Entering the new century, compulsory education is facing a new situation and new challenges are also encountered. This article by Comrade Han Qinglin provides insightful and valuable insight into and analysis of some practical problems that the “general ninth” work has encountered or may encounter in the current and future period. Some of these opinions and arguments, albeit one words, are not without merit in further studying the problems that emerge in the reform and further refining the relevant policies.
