现代武器装备采用了大量的新技术、新工艺、新材料,在提高综合效能的同时,也大大提高了研制过程的技术风险。武器装备研制项目的技术风险是指在装备研制的初期,采用的新技术、新工艺、新材料在规定的时间内、预定的资源条件下达到规定的技术需求的风险。技术风险在装备的研制过程中几乎始终存在,并通过性能风险、费用风险和进度风险等风险形式表现出来。其中,性能风险是指在预定的资源条件下,系统从原有设计水平向较高的性能设计水平演进 Modern weapons and equipment using a large number of new technologies, new processes, new materials, while improving overall efficiency, but also greatly enhance the technological risks of the development process.
