20世纪80年代末90年代初,伴随着苏联东欧剧变,中东欧国家便开始了大刀阔斧的社会转型,而这种转型又与欧洲一体化密切相关,“入盟”成为中东欧国家转型的终极目标。2004年、2007年、2013年先后有11个中东欧国家“入盟”。正值中东欧国家竭尽全力想进入欧盟这一“围城”的同时,2016年6月,英国却以全民公投的形式决定退出欧盟,可谓城里的人想出来,城外的人想进去。面对这一戏剧性的局面不禁引发对中东欧国家“入盟”前后经济发展状况的思考。本刊编辑部特邀请国内中东欧问题专家围绕下列问题进行讨论:中东欧国家“入盟”前后经济增长有何变化;已“入盟”的中东欧国家与欧洲一体化的程度有何不同;欧盟新老成员国经济诉求有何差异;英国“脱欧”对中东欧国家经济有何影响;“脱欧”之风是否会蔓延,多米诺骨牌是否就此开启。
In the late 1980s and early 1990s, along with the drastic changes in the Soviet Union and Eastern Europe, the Central and Eastern European countries started a drastic social transformation that was closely related to European integration.
