我国养老保险以市、县级统筹为主,统筹范围小、层次低,调剂力度小,限制了共济功能,抗风险能力较弱;各自为政,经营管理混乱,异地转续难,制约了劳动力的自由流动和优化配置。着力解决养老保险统筹层次低的政策性壁垒,必须摒弃地方利益保护的狭隘思维,划清省级财政与市县财政在改革过程中的责任界限;加大财政投入,加快省级统筹步伐;改革统筹账户的基金分配办法,调动发达地区参与改革的积极性。
