“六·三”改制于1997年开始,2003年到位。由于当年的改制是分两批进行的,所以自今年开始的四年内,市区将出现小学毕业生数量大幅度下降、初中学校新生生源急剧减少、相当一部分教师及教学设施闲置等状况,如果不及时进行调控,将会导致初中段招生的无序竞争、教育资源浪费、影响基础教育课程改革等问题。作者认为,教育行政部门应该抓住这一机遇,因势利导,在市区义务教育阶段实施新课程改革的师资培训、教育科研、初中段的招生改革、推行小班化教学等方面进行大胆的尝试。
