以价值工程和电力系统可靠性理论为指导,提出一种新颖的发电竞争模式。该模式以电厂作为一个独立竞争单位,首先给出电厂价值评估因子的概念,在此基础上建立了计及经济性和可靠性的发电竞争联合优化模型。该模型兼顾了发电厂商和用户利益,采用系统内所有竞争电厂价值评估因子之和最小、用户用电总费用最小的双层目标函数,以系统电力平衡、电厂出力限制等为模型约束条件。以等耗量微增率原理确定各竞争电厂出力初值,应用非线性规划方法求解该模型,其结果可为公平、合理地制定发电计划提供量化决策依据。算例分析证明了该方法的合理性。
Under the guidance of value engineering and power system reliability theory, a novel competition mode of power generation is proposed. In this model, the power plant is taken as an independent competition unit. At first, the concept of power plant value evaluation factor is given. Based on the model, a joint optimization model of generation competition considering economy and reliability is established. The model takes into account the interests of power generation companies and users. The model uses the double objective function of minimizing the total value evaluation factors of all competing power plants in the system and minimizing the total cost of electricity consumption of users. The model is constrained by system power balance and power plant output constraints. The initial output of each competing plant is determined by the principle of equal consumption and increasing rate. The nonlinear programming method is used to solve this model. The result can provide a basis for quantitative decision making for a fair and reasonable power generation plan. The example analysis proves the rationality of this method.
