近代上海自1843年开埠后,1845年上海道台宫慕久同英国驻沪领事巴富尔订立了第一次《土地章程》,在上海开辟了近代中国第一块外侨居留地——英租界。对于英租界内道路、码头的建设,《土地章程》第二十条规定:“所有修筑道路,通路,设立码头各费,概由初到商人及该处侨民公派”,“派款人等得请求领事,委派正直商人三名,审慎决定应派出数。倘有不足,得由派款人共同决定,将进口货物,酌抽若干,以补其缺”。据此,上海英租界在1854年工部局正式成立之前,建立过道路码头委员会这样的机构,专事负责界内道路、码头的修筑。目前有关道路码头委员会的直接资料尚属少见,本辑史料为上海市档案馆馆藏租界英文档案中形成时间最早的一部分,直接记录了历届道路码头委员会的建立过程和工作情况,对于研究和了解近代上海租界早期状况,具有很高的史料价值,现翻译整理出予以公布,以飨读者。
Modern Shanghai Since its opening in 1843, Shanghai Municipality Mo Daogu of Shanghai in 1845 signed the first “land charter” with British consul in Bavaria, opening up the residence of the first Chinese alien in modern China - Britain Concession. For the construction of roads and wharves in the British Concession, Article 20 of the “Land Charter” stipulates: “All construction of roads, access roads, the establishment of terminal fees, Request the consul, appointing three businesspeople of integrity, and judiciously decide on the number of them to be dispatched.If there is a deficiency, it shall be decided jointly by the payer that the imported goods will be dispensed at a discretion to fill the gap. ” Accordingly, before the formal establishment of the Work Bureau in 1854, the British concession in Shanghai established an agency such as the Road and Marina Commission, which is responsible for the construction of roads and terminals in the border area. At present, the direct information about the Road and Wharf Committee is still rare. The historical data of this series is the earliest part of the formation of the English archives of the Shanghai Archives and Concession, which directly records the establishment and work of the previous Wharf Committee. It is of great significance for the study and understanding of modern times. The early state of Shanghai concession, with high historical value, is now translated to arrange published to readers.
