19世纪德国国法学家洛伦茨·冯·施泰因被誉为德国社会国思想的先驱,其社会理论继承了黑格尔对于国家与市民社会的二元区分,用“人格理论”重塑国家功能,提出了“社会君主制”理论,即解决19世纪德国工业化初期所面临的阶级矛盾及社会问题不能靠暴力革命,而是通过超越阶级利益、具备中立性的君主所主导社会改革来实现,为社会国和干预型国家作出理论启蒙,同时为19世纪末德国的社会立法提供了思想渊源。
