广州铁路(集团)公司所属羊城铁路总公司在客、货、编组站推行工效挂钩的分配办法,是以工作量为主要考核指标,分两个层次进行:先由总公司对车站进行分配,即由总公司确定对车站的清算单价、考核条件及有关要求;再由车站在总公司下达的分配计划的基础上,对车间、班组、个人进行再分配的进一步细化、量化。推行此办法,必须遵循人民铁路为人民、反对平均主义、坚持考核指标平均先进等项原则。同时,也要在有关权限和政策上作出相应的改革。实践表明,此办法是铁路运输企业走向市场、参与市场竞争的必然产物,是铁路分配制度改革的一个重大突破。
