对于各级各类行政组织而言,自利与公利,或保密与公开,并非天然的矛盾体,而是天然的共存体。这对共存体不可能因为任何人的否认或者回避而消失,而是很可能在我们的否认中发生裂变,从而走向不可调和的矛盾体。与一般行政部门有所不同的是,定密主体的自利性具有特殊性。因此,理论层面正视定密主体自利性的存在,以及制度层面积极防范这种自利性的非理性膨胀,就是相关行政管理部门必须高度重视的问题。
For all kinds of administrative organizations at all levels, self-interest and public welfare, or confidentiality and openness are not natural contradictions but natural coexistence. It is impossible for the co-existence to disappear because of any denial or avoidance of any one person, but most likely to fission in our denial and thus to an irreconcilable contradiction. What is different from the general administrative department is that the self-interest of the main body of confidentiality is special. Therefore, facing the existence of the self-interest of the main body of confidentiality in the theoretical level and the irrational expansion of the self-interest in the system level, it is the issue that relevant administrative departments must attach great importance to.
