我国国家铁路从1986年开始实行“投入产出、以路建路经济承包责任制”(简称“大包干”)以来,在重构铁路这架大联动机的经营机制和增强企业活力方面起了积极作用,但也存在不少困难和问题。为了深化改革,继续完善经济承包方案,有必要冷静地反思一下。笔者仅就其中“以路建路”办法提些浅见。所谓“以路建路”就是说铁路今后的基本建设投资要靠铁路本身所积累的建设资金来支
