改革开放之后,湖南公路有了突破性的发展,无论是数量还是质量都有较大改观。“八五”期间新增公路1540公里,等级公路增加了4个百分点,全省97.6%的乡镇和84%的村都通了公路,基本上形成了以长沙为中心,干支相连,幅射全省的公路网。但是,湖南公路基础差、底子薄、标准低的问题并没有根本改变,公路的整体水平差距很大,因此,湖南公路事业的发展任重道远,有许多工作要做。进一步拓宽公路建、养筹资渠道认真贯彻国家“统筹规划,条块结合,分层负责,联合建设”的方针,充分调动各级政府和全社会大办公路的积极性和创造性。坚持“三个有利于”的标准,运用市场
