南京周边地区军民航机场密集,机型繁杂,空中航路、航线交错,交通环境复杂。民航南京空管中心的对空指挥空域范围不大,但飞行矛盾冲突点多,可供机动使用的空域又有限,指挥调配难度大,稍有不慎就会出问题。随着经济的发展,近几年南京机场的航班量每年都以10%以上的速度递增,先前并不十分引人注意的各种矛盾日益显露出来。南京空管中心在上级机关及相关的军民航单位支持下,牢固树立“安全第一,预防为主”的指导思想,积极主动地与相邻军民航有关部门进行协调和沟通,从自身基础设施、人员素质、行业精神文明等方面充分挖掘潜力,较好地完成了上级赋予的各项指挥保障任务,连续40多年实现保证空管安全无事故。在实际工作中我们发现,要进一步从内、外部运行环境中增加空管安全的余度,需要着重解决好以下与安全生产密切相关的几个问题。

Nanjing Air Traffic Control Center firmly supports the guiding ideology of “safety first and prevention first” with the support of higher authorities and relevant military and civil aviation units and actively and in coordination with and communication with the relevant departments of the adjacent military and civil aviation. From its own point of view, Infrastructure, quality of personnel and spiritual civilization of the industry to fully tap the potentials and accomplish the tasks of command and protection assigned by the higher authorities. It has achieved the goal of ensuring the safety of air traffic control for more than 40 consecutive years. In practice, we found that to further increase the margin of ATC security from the internal and external operational environments, we should focus on solving the following problems closely related to safety production.
