干部公选涉及的环节和内容极其宽泛,就目前情况看,从资格审评、民主推荐、考试和组织考察四个环节对干部公选进行量化测评较为可行。资格审评包括任职年限、学历学位、年度考核和工作嘉奖四项测评要素,具体细化为任同级职位、任下一级职位等九项;民主推荐包括群众推荐、领导推荐两项测评要素,具体细化为本单位的群众推荐、相关部门负责人推荐、服务对象单位的群众推荐等六项;考试包括笔试和面试,具体有理论基础、专业知识和实际知识等六项;组织考察包括群众意见和领导意见两项。这些量化测评要素可以为干部公选提供一定的指导。
