治理淮河30多年来,但至今淮河平原,特別安徽境内洪涝灾害仍受到威胁。从生态学观点看,要把山、水、林、田、路,即把水库、森林、湖泊、农田、道路、村庄看作是相互联系、相互依赖、相互制约的一个生态系统,考虑为整个流域的治理。 (1)在工程措施上要全流域同步治理。河南省境內多数河道已治理,淮水排下来增加了皖北的负担。而皖北建成的茨淮新河,为淮河分了洪,但怀洪新河尚未疏通,洪水仍然威胁
