本文概括了近年来我国对外开放新趋势,总结了一些省区市对外开放好做法,分析了天津市对外开放主要成绩和存在差距,提出了天津市对外经济转型升级的目标思路、重点任务及政策措施。本文认为,我国正在着力完善开放型经济体系,加快转变对外经济发展方式,东部沿海省市积极提高开放型经济发展水平,天津必须加快实施对外开放提升战略,走以我为主、高端引领、创新驱动的对外开放路子,发挥好对外开放对发展的推动作用、对外开放对转型的带动作用、对外开放对改革的促进作用、对创新的引领作用。 This article summarizes the new trend of China’s opening to the outside world in recent years, sums up some good practices of opening up to the outside world of some provinces, autonomous regions and municipalities, analyzes the main achievements and gaps in Tianjin’s opening up to the outside world, and proposes the objectives, key tasks and policies for Tianjin’s economic restructuring and upgrading Measures. This paper argues that our country is focusing on perfecting the open economy, accelerating the transformation of the mode of foreign economic development, and actively improving the open economy in the eastern coastal provinces and municipalities.
