一、从个人角度看 在印度,灌溉水的分配有两种方案:一是按照需要配水,二是按供给配水。第一种方案,输水计划是根据满足作物理论上的需水要求进行的。第二种方案,灌溉输水简单地在各农户之间均等分配,农户的任务是协调供水以满足作物需水。第一种方案由于其灵活、负责和自由度较大,而被大多数农业科学家、经济学家所赞同。第二种方案对水权的诠释更明确、易监测,更容易丰产,所以农民们乐于接受。这表明,在按需要配水方案中,农民们不知道所得到的水的配额是多少,所以实施起来确实困难。
First, from an individual point of view In India, irrigation water distribution has two options: First, water distribution according to need, and second, according to the supply of water distribution. In the first scenario, the water delivery plan is based on meeting the theoretical water requirements of the crop. In the second scenario, irrigation and water distribution are simply distributed evenly among farmers and the task of farmers is to coordinate water supply to meet crop water demand. The first option was endorsed by most agricultural scientists and economists because of its flexibility, accountability and freedom. The second option interprets water rights more clearly, is easier to monitor and more productive, so farmers are happy to accept it. This shows that in the on-demand water allocation scheme, farmers do not know what is the quota of the water they receive, so they are really difficult to implement.
