两年前,长沙市印协负责人在接受媒体采访时感慨:长沙原来的国有印刷企业大部分因负担过重、运作困难,不得不停产、倒闭。然而一个企业倒闭却引发了十几家小企业的滋生,部分职工倚靠旧设备和尚存的一点业务,各自去打拼,于是长沙的印刷企业越来越多,规模越来越小,竞争却越来越激烈。如此恶性循环引发的结果是30%的企业属于低水平重复建设,20%属于困难企业,“企业负担沉重,举步维艰”。
