改革开放已20余年,卫生改革也取得了相当的进展。近几年,教育部门改革的步子迈得很大,已经按市场经济的方式运转,文、体、科、教大体都如此。所以,卫生改革面临着挑战。卫生事业究竟应该是怎样一种模式,我个人的看法还是应该按照《中共中央、国务院关于卫生改革与发展的决定》(以下简称《决定》)的精神,到2010年,初步建立起适应社会主义市场经济发展要求、具有中国特色的卫生体系。当然,这还需要广大理论工作者进行广泛的探讨。在卫生改革逐步走向深入的阶段,需要理论界、实践界更新观念、勇于探索、解放思想,尽快探索出一条有中国特色的社会主义卫生事业发展的路子。在此,我简要谈三点看法: Over 20 years of reform and opening up, health reforms have also made considerable progress. This is generally the case for literature, sports, science and education. Therefore, health reform faces challenges. What kind of model should the health industry really be? By 2010, we should initially establish socialism adaptation. The development of market economy requires a health system with Chinese characteristics. Of course, this requires extensive discussion among the broad masses of theorists. As the health reforms gradually move toward a deeper phase, it requires theoretical and practical circles to update their concepts, to explore and emancipate the mind, and to explore a path to the development of a socialist health undertaking with Chinese characteristics as soon as possible.
