30年来我国幼教体制改革一直在摸索中前进,目前已经到了最后的攻坚阶段:寻找适合我国国情和现实需要的幼教经费投入及分配方案。本文首先分析了当前幼教体制改革面临的七大基本矛盾:(1)基本性质之争:公益还是非公益。(2)办学体制之争:公立还是私立。(3)改革策略之争:逐渐转型还是急速民营化。(4)改革取向之争:计划取向还是市场取向。(5)投入主体之争:中央为主还是地方为主。(6)发展重点之争:农村还是城市。(7)分配方式之争:谁来分和怎样分。然后,本文介绍了幼儿教育券在世界各国以及我国台湾﹑香港和山东辛店等地的发展经验。最后,本文从五个方面论证了幼儿教育券作为我国幼教体制改革方案的适宜性和可行性。
In the past 30 years, the reform of preschool education system in our country has been progressing in groping. At present, it has come to the final stage of tackling crucial problems: looking for ways to allocate and allocate preschool education funds suitable for our national conditions and actual needs. This article first analyzes the seven basic contradictions that the current preschool education system reform faces: (1) The basic nature of the dispute: public welfare or non-public welfare. (2) School system competition: public or private. (3) dispute over reform strategy: gradual transformation or rapid privatization. (4) dispute over the orientation of the reform: whether the plan or the market orientation. (5) into the main battle: the main central or local-based. (6) the focus of development dispute: rural or urban. (7) Dispute of distribution method: Who points and how to divide. Then, this article introduces the development experience of early childhood education vouchers in various countries of the world as well as Taiwan, Hong Kong and Xindian in Shandong Province. Finally, this article demonstrates the suitability and feasibility of preschool education vouchers as a reform plan of preschool education system in our country from five aspects.
