恩格尔系数是国际上通用的、用以衡量一个国家或地区人民生活水平的常用指标。其计算公式:恩格尔系数(%)=食品支出总额/消费支出总额×100%。根据多年实践,通过对恩格尔系数的理论和实证的研究, 并用食品消费弹性的概念对恩格尔系数进行分析,恩格尔系数在当代中国的社会经济状况下并不适宜,尤其是不能机械地将恩格尔系数作为政府政绩的评价指标。因此,提出对恩格尔系数“改革”浅见。
The Engel’s Coefficient is a commonly used indicator internationally used to measure the standard of living of people in a country or region. The formula: Engel coefficient (%) = total food expenditures / total expenditures × 100%. According to many years of practice, through the theoretical and empirical study of the Engel’s coefficient and the analysis of the Engel’s coefficient by the concept of the elasticity of food consumption, the Engel’s coefficient is not suitable under the current social and economic conditions in China. In particular, the Engel’s coefficient can not be used mechanically as Government performance evaluation index. Therefore, it is suggested to reform "the Engel’s Coefficient.
