我国是世界上水利工程最多的国家,特别是大型水利工程,由于其涉及的不确定因素多,工程设计、建设和运行对于国家经济、社会和生态环境影响巨大。随着气候变化、自然灾害、人为失误或者人为破坏等因素的影响,国家和社会公众对于大型水利工程的安全要求和风险控制更加关注。国内外大坝失事案例颇多,我国大型水利工程存在着安全、社会和环境等方面的风险,通过分析大型水利工程的风险所在,讨论大型水利工程面临的风险因素和风险类型,提出适合我国水利工程风险控制和管理的方法和策略。
As China has the largest number of water conservancy projects in the world, especially large-scale water conservancy projects, engineering design, construction and operation have a huge impact on the country’s economy, society and the ecological environment due to the large number of uncertainties involved.
