(A) to vigorously optimize the carrier of county economic credit, enhance the credit bearing capacity of SMEs. First, we must deepen the reform of enterprises, activate the operating mechanism of enterprises. Counties and cities in the Mainland should seize the golden opportunity of industrial transfer in the present coastal areas and make investment promotion and structural readjustment so that the capital asset structure of SMEs will be improved and the scale, technology and products will be upgraded to become real markets
