随着股票市场的紧缩、日元的疲软及世界范围内竞争的日益加剧,目前日本十分注意倾听最佳用户的反应,促使其作出不太进取的姿态。尤其是华盛顿,取得一些引人注目的成功。例如,1990年7月,美国与日本结束协议,禁止日本在1996年将其新的通讯卫星OS-4送入轨道后作为商用。通过限制卫星的研究开发使用,日本可能成为装在各国已发射或准备发射通信卫星上的收发机的用户。
With the tightening of the stock market, the weakening of the yen, and the increasing competition in the world, Japan is currently paying close attention to listening to the best users and prompting them to make less aggressive gestures. In particular, Washington achieved some remarkable successes. For example, in July 1990, the United States and Japan concluded an agreement that prohibited Japan from commercializing its new communications satellite OS-4 in orbit in 1996. By restricting the research and development of satellites, Japan may become a user of transceivers that have been launched or are preparing to transmit communications satellites in various countries.
