一、按照邮政的性质特点制定邮政经营方针 (一)邮政的重点是通信,通信的重点是信函,但我们现在的主要精力并末放在信函上。过去我们“以发行为纲”、“以商包为拳头商品”,现在“发行为纲”不提了,“大力揽收商包”也改为“量力而行”。但在实践上,各地邮局的运输、投递等大部分力量还是放在发运包裹上,很少有精力顾及信函。不能忘记信函是我们的“独占业务”,应该努力办好。
