2007年8月,第十届全国人大常委会第29次会议通过了修改城市房地产管理法的决定,授权国务院制定具体的征收拆迁办法。2010年12月15日,国务院法制办公室发布《国有土地上房屋征收与补偿条例(第二次征求意见稿)》,该《征求意见稿》立即引起社会各界的关注。本刊特向中南财经政法大学社会发展研究中心主任、教授乔新生约稿,请其就《国有土地上房屋征收与补偿条例(第二次征求意见稿)》发表意见。
In August 2007, the 29th meeting of the Tenth National People’s Congress passed the decision to amend the Urban Real Estate Management Law, empowering the State Council to formulate specific measures for expropriation and demolition.
