《档案法》颁布以后,在大多数单位里,文书处理部门立卷工作已成制度。那么实行文书处理部门立卷,究竟有何意义和哪些好处呢?我们认为:第一,实行文书处理部门立卷,首先从理论和实践上划清了文书与档案、文书工作和档案工作的界限。文书转化为档案是有条件的,一是必须是办理完毕的,二是具有查考保存价值。归档以前是文书,归档以后是档案;归档以前以文书为对象开展的工作是文书工作,归档以后以档案为对象开展的工作是档案工作。其次,在工作职责上亦划清了界限,使文书工作和档案工作的
