  With the “blowout" development of information technology,a lot of memory and retrieval work was replaced by the information technology,an unprecedented ease the low-order human knowledge and the ability to load,individuals need to do is not just to remember,but to learn to use,restructure the information and making decisions,namely learners need to more deep understand complex concepts and create new concepts,theories and knowledge ability,from the acquisition of knowledge and skills to the thought of learning,from shallow gathered information access to the deep understanding and application of learning from obsessive to active the meaningful construction.Thus,higher-order thinking is the necessary ability in the 21st century.So,how to students in a technology rich environment development of higher-order thinking is the important topic which needs to be settled,as a result of a series of problems need to be more new thinking and positioning: Is it a naturally occurring from technology to development of thinking? In the class situation,which is the critical point of the technology and thinking development? What is the internal mechanism and external manifestations of higher-order thinking? How to effectively promote the development of higher-order thinking based rich environment? Therefore,we get through literature review,analysis and reality of technology rich environment and conducts preliminary exploration the higher-order thinking development of the connotation and nature,it is also the necessary foundation of technology rich environment,classroom teaching based on higher order thinking development goals,design and organize activities of teaching and learning.
