The dynamical flattening Hd is a fundamental parameter of the Earth and a crucial scale factor in constructing the precession-nutation models. The value of Hd has generally been derived from astronomical observations of the first order luni-solar precession rate in longitude at epoch or from geophysical determination of the Earths moment of inertia. The IAU 2006 precession model has notified that the precession rates in longitude and obliquity are composed of observations and a set of theoretical contributions which also depend on the dynamical flattening.
