矿业管制是地方政府的重要职能,地方政府矿业管制与矿业秩序的好坏紧密相连。在界定矿业管制和地方政府职能的基础上,通过大量调查发现,我国地方政府在矿业管制中存在越位与缺位并存、执法不严与监督不力并存、责权利不对称和基层管制力量薄弱等问题。为此,需要调整管制机构、明确职能定位与分工,改革利益分配格局、下移管制重心,并加强对管制者的监督。 Mining regulation is an important function of local government. To this end, we need to adjust the regulatory agencies, clarify the functions of the position and division of labor, reform the pattern of distribution of benefits, down control center of gravity, and strengthen supervision of regulators.
