With the shortage of land resources and the deterioration of the environment,countries have turned their attention to the ocean with great development potential.The United Nations proposed that the 21 st century is the ocean century.China has further clarified the important role of the marine economy in the 12 th Five-Year Plan,and raised it to a strategic height for the first time.As an important part of the financial industry,the insurance industry not only has the financing function,but also plays an important role in relieving risks and supporting the protection of the marine economy.Taking 11 coastal provinces as the target,this paper analyzes the policy initiatives of the insurance industry to support the marine economy during the 11 th Five-Year Plan to the 13 th Five-Year Plan,and focuses on the freedoms of Shanghai,Tianjin and Fujian.The insurance industry in the trade zone supports the characteristics of the marine economy.By sorting out the above policy documents,it is found that the insurance industry has played a major role in supporting the development of major marine industries,and the insurance industry in the free trade zone is more powerful in supporting major marine industries.In view of this,the production function including the development level of insurance industry,labor level,fixed asset investment,technology level and human capital is introduced.Taking the data from 2007 to 2016 as an example,the panel data model method is used to empirically analyze the insurance industry.The extent of impact on the marine economy,major marine industries,major marine industries in the free trade zone,and major marine industries in the non-free trade zone.The research results show that the marine economy is mainly affected by the development level of the insurance industry,the labor force level and the investment in fixed assets.The development level of the insurance industry has a lagging effect on the promotion of the marine economy;the main marine industry is affected by the development level of the insurance industry,the labor level,and the fixed The positive impact of asset investment,technology and human capital;the main marine industry in the free trade zone is affected by the development level of the insurance industry,the level of labor and fixed assets;rather than the development level of the insurance industry in the major marine industries in the free trade zone.Level,fixed asset investment,technology level and the impact of human capital.Finally,the government increased its support for the insurance industry and created an external environment conducive to the healthy development of the insurance industry.The China Insurance Regulatory Commission encouraged all non-free trade zones to absorb the successful experience of the free trade zone,and various insurance companies actively developed sea-related insurance and other aspects.Improve the countermeasures and suggestions for China’s insurance industry to help the sustainable and healthy development of the marine economy.
