每一期,我们都将尝试提供一种不同以往的行业报道——我们的记者不再满足于与单个企业家或者政府人员一对一的、寥寥数十分钟的采访。我们更希望将一个行业和企业的发展放到改革开放宏大的历史框架中,审视它们的努力和命运、激越和平凡。在报道对象方面,我们尽量选择走在中国对外开放最前沿的行业与企业,记录它们走过的历程和将要走出去的方向。我们采取了研讨会这种方式,为政府部门、行业协会、企业构筑交流与倾听的场所。我们将试图以平和、理性的态度和视角来展示这些行业的基本层面,希望通过我们的立场,为中国的改革和发展留下一些声音。这一期,我们选择了商务部的外贸发展事务局和进出口公平贸易局,以及两家专门从事对外贸易的企业。外贸发展事务局是直属于中华人民共和国商务部的决策执行和外贸促进机构,致力于全面贯彻执行国家的各项相关政策,开展多层次、多渠道、全方位的贸易促进活动。贾副局长为我们介绍了外贸发展事务局为企业开拓国际市场提供的各种服务,尤其是他所介绍的“中小企业辅导中心”,向企业提供各种服务,引领其走向国际化道路。进出口公平贸易局主要承担反倾销、反补贴、保障措施等涉及进出口公平贸易的任务,他们站在国际贸易的第一线。聂副处长以其专业的视角为我们做出贸易摩擦领域的深度分析,并列举了鲜活的反倾销案例,最重要的是,他为企业今后怎样应对贸易摩擦提出了中肯的意见和建议。而通过两家企业的微观视角,我们对国际贸易发展的脉络、运作的方式、盈利的途径、遇到贸易摩擦的艰难会有更加细致和全面的理解。最后,我们感谢所有参与者给予本刊的信任和支持。我们也希望更多的人能加入到我们的讨论阵营中来,分享中国改革与发展带来的喜悦、不确定的憧憬、必然的困境和走出困境的思想。
Each issue, we will try to provide a different kind of past industry coverage - our correspondents are no longer satisfied with one-on-one, a few dozen minutes of interviews with individual entrepreneurs or government officials. We also hope that the development of an industry and enterprises will be put into the grand historical framework of the reform and opening up and its efforts and destiny will be examined. In terms of reporting objects, we try our best to choose the industries and enterprises that are at the forefront of China’s opening to the outside world and record the course they have taken and the direction they will go out. We adopted the seminar this way, for government departments, industry associations, enterprises to build exchange and listen to the place. We will try to demonstrate the basic dimensions of these industries with a calm and rational attitude and perspective. We hope that through our position, we will leave some voices for the reform and development of China. During this period, we have chosen the Foreign Trade Development Affairs Bureau of the Ministry of Commerce and the Import and Export Fair Trade Bureau, as well as two enterprises that specialize in foreign trade. The Directorate of Foreign Trade Development is directly under the Ministry of Commerce of the People’s Republic of China’s decision-making and foreign trade promotion agencies. It is committed to fully implementing the relevant national policies and conducting multi-level, multi-channel and all-round trade promotion activities. Deputy Director Jia introduced us to various services provided by the Bureau of Foreign Trade Development for opening up the international market. In particular, he introduced the “SME Counseling Center” to provide various services to enterprises and lead them towards the path of internationalization. The Fairtrade Bureau mainly undertakes the tasks of anti-dumping, countervailing and safeguard measures involving the fair trade of import and export. They stand at the forefront of international trade. Deputy director Nie made an in-depth analysis of the trade friction field for us with his professional perspective and cited fresh cases of anti-dumping. Most importantly, he put forward pertinent opinions and suggestions on how to deal with the trade friction in the future. Through the micro perspectives of the two companies, we have a more detailed and comprehensive understanding of the context of international trade, the mode of operation, the ways of making profits, and the difficulties encountered by trade frictions. Finally, we thank all participants for their trust and support for this publication. We also hope that more people will join our camp for discussion and share the joy brought by China’s reform and development, the uncertain dreams, the inevitable dilemmas and the ideology of going out of difficulties.
