在社会治理的多元主体中,民间组织代表着来自政府与市场之外的力量,被称为社会治理中的“第三极”。在我国社会管理体制改革的不断推进中,我国民间组织在发展中凸显出诸多制度瓶颈:分类制度不规范、管理制度不合时宜、法律制度不健全、监管制度乏力以及国际性制度缺乏。因此,从规范分类制度、变革管理制度、健全法律制度、完善监管制度以及推进制度的国际视野五方面着手,创新与完善我国民间组织制度建设,成为我们目前必须着手探索的制度路径。
Among the multiple subjects of social governance, non-governmental organizations represent forces from outside the government and the market and are called the “third pole” in social governance. In the continuous promotion of social management system reform in our country, non-governmental organizations in our country have highlighted many institutional bottlenecks in their development: the non-standard classification system, the out-of-date management system, the imperfect legal system, the weak supervision system and the lack of an international system. Therefore, starting from the five aspects of normalizing the classification system, changing the management system, perfecting the legal system, perfecting the supervision system and promoting the system's international perspective, it is the systematic path that we must start exploring now that we innovate and perfect the construction of non-governmental organizations in our country.
