目的通过对三门峡市疾控机构人力资源现状的分析和研究,发现存在的问题,为新形势下当地疾控机构人力资源合理配置提供依据。方法以各项报表数据为基础,对市、县两级疾控机构人员的数量、学历、职称等基本信息进行普查,采用Excel表对人力资源配置进行分析。结果全市疾控机构人员在编职工数量不足;本科以上学历等高层次人员欠缺;人员职称构成以初级职称为主,高级职称少;卫生专业技术人员中,公卫医师仅占28.67%,每万人口公卫医师数0.52人,与国家标准存在一定差距。结论三门峡市疾控机构人员数量不足,人员结构不平衡,应加强人才发展战略,进一步优化疾控人力资源配置,以便应对社会发展新形态对重大疾病的防治提出的新的课题和挑战。
Objective To find out the existing problems by analyzing and studying the current situation of human resources in CDC of Sanmenxia City and provide the basis for the rational allocation of human resources in CDC in the new situation. Methods Based on the data of various reports, we conducted a general survey of the basic information such as the number, education level and professional title of CDC personnel at the municipal and county levels, and analyzed the allocation of human resources by Excel. Results The number of staff in the CDC institutions in the city was under-designated. The number of staff with bachelor’s degree or above was not high enough. The titles of staff members were mainly junior professional titles with less senior professional titles. Of the health professionals and technicians, only 28.67% 0.52 population public health doctors, there is a certain gap with the national standards. Conclusions In Sanmenxia City, the number of CDC personnel is not enough, and the staff structure is not balanced. Talent development strategies should be strengthened to further optimize the disposition of disease control and human resources in order to cope with the new challenges and challenges posed by the new social development pattern for the prevention and control of major diseases.
