20世纪90年代之后,委内瑞拉政局动荡,经济严重倒退,铁路运输市场日渐萎缩。2001年,中国与委内瑞拉签订了中西部铁路的技术改造工程合同,运营组织系统进行单独设计。由于委内瑞拉与中国的国情不同,无论是从铁路运营公司的设置,还是定员配置比率均与中国铁路不同。因此,铁路运营组织的系统设计要充分调动和发挥委托方的积极性,从而提高项目的设计质量。
After the 90s of the 20th century, Venezuela’s political turmoil, a serious economic recession, the railway transport market is shrinking. In 2001, China and Venezuela signed a technological transformation project contract for the Midwest Railway, and the operating organization system conducted a separate design. Due to the different national conditions of Venezuela and China, both the setting of the railway operation company and the rate of the staffing allocation are different from that of the China Railway. Therefore, the systematic design of the railway operation organization should fully mobilize and exert the enthusiasm of the entrusting party so as to improve the design quality of the project.
