一、组织领导:自本学期小学教师的政治,时事政策与业务学习,统一由教育局分学委会领导、布置,为此决定如下的组织领导原则:①各区以文教科为主,吸收政治与业务水平较高的小学校长,教导主任业余学校主任补习学校积极份子,会计员或教员组成七至九人的支学委会,以文教科长为主任委员,(文教科须另有科员一人参加支学委)并分小学、业校、补习学校三组,在教育局分学委的统一领导下,具体计划,组织领导本区小学教师、业余学校、补习学校的学习。各区支学委会应负责总结并向教育局分学委汇报本区学习情况。
