高校教师作为科技成果完成人对于成果的转化至关重要。考察国家及地方对高校教师科技成果转化的激励政策,大致集中在人事管理与考评体系、成果转化权利以及物质激励三个方面。就现行激励机制而言,存在新法旧规冲突,地方法规欠缺可操作性,规范的激励内容差异较大且创新不足等问题。对此,有必要修改法规、细化政策、创新措施,以期切实实现对高校教师的科技成果转化激励,进而有效促进科技成果转化。
University teachers as the accomplishment of scientific and technological achievements in the transformation of the results is essential. Inspecting the incentive policies of state and local governments on the transformation of scientific and technological achievements of university teachers, they generally focus on the three aspects of personnel management and evaluation system, the right to conversion of achievements and material incentives. As far as the existing incentive mechanism is concerned, there are such problems as the conflict between the new law and the old one, the lack of maneuverability of the local laws and regulations, the large discrepancy between the normative motivations and the lack of innovation. In this regard, it is necessary to amend the laws and regulations, detailed policies and innovative measures in order to effectively achieve the transformation of scientific and technological achievements of university teachers incentives, and thus effectively promote the transformation of scientific and technological achievements.
