上海港是我国最大港口,是世界十大港口之一。但是,它存在的问题也十分严重。从目前每天抛锚待泊的大量外贸船舶情况来看,可以认为,上海港已处于堵塞状态。其原因主要是港口泊位的增长与航运能力的发展之间比例失调;航道船流量过大,事故发生率很高;港内水深不够,不能适应航运的新发展。本文认为解决的根本办法是建设新港区,增加新泊位。具体分两步走:一、以调整黄浦江岸线为中心,合理使用沿江深水地段,在老港区的基础上建立新泊位。为此,建议成立“黄浦江岸线调整委员会”,具体研究方案,着手进行调整;二、高瞻远瞩,考虑未来,结合上海市的改造,开发浦东,综合利用长江口、杭州湾,开辟深水新港区。作者初步分析了港址选择中的六种方案,最后推荐两种,并希望通过港池水动力模型试验,尽早确定港址,早日建成上海新港。
Shanghai Port is China’s largest port and one of the top ten ports in the world. However, its problems are also serious. Judging from the large number of foreign trade ships that are currently anchored each day and waiting to be anchored, it can be considered that Shanghai Port is already in a state of congestion. The main reason is the imbalance between the growth of port berths and the development of shipping capacity. The excessive volume of waterway traffic and the high accident rate mean that the water depth in the port is not enough to meet the new development of shipping. This paper argues that the fundamental solution is to build a new port area and add new berths. Specific two-step: First, to adjust the shoreline of the Huangpu River as the center, the rational use of deep water along the Yangtze River, in the old port area to establish a new berth. Therefore, it is suggested that a “Huangpu River Line Adjustment Committee” should be set up and specific plans should be worked out to make adjustments. Second, with a long-term perspective and considering the future, Pudong should be developed in light of the transformation of Shanghai to make comprehensive use of the Yangtze River Estuary and Hangzhou Bay to open up the new port of Sham Shui Po . The author has initially analyzed six options in the selection of Hong Kong sites and finally recommended two options. He hoped that through the port-basin hydrodynamic model test, the Hong Kong site would be identified as soon as possible and Shanghai Newport would be built as soon as possible.
