1943年12月1日公布的《开罗宣言》中明确规定:“日本所窃取于中国之领土,例如东北四省、台湾、澎湖群岛等,归还中华民国。”一位同学在研读《开罗宣言》这一内容后向笔者提出了这样一个问题:澎湖列岛属于台湾,然而《开罗宣言》在表述上为什么将台湾与澎湖列岛并列起来?其实《开罗宣言》的草案上只提到战后日本应归还所霸占的台湾,而未提澎湖列岛。后来经过中方代表严谨、慎重地考虑后在修正时增补了“澎湖列岛”。这是国民党将领杨宣诚在开罗会议上为维护祖国主权和领土完整所作出的一个历史性贡献。2004年10月21日《环球时报》刊登了题为《中国代表修正(开罗宣言)》一文(作者:马骏杰),披露
The “Cairo Declaration” promulgated on December 1, 1943 clearly stipulated: “Japan has stolen the territory of China, such as the four northeastern provinces, Taiwan and the Penghu Islands, and returned the Republic of China.” A classmate is studying the “Cairo Declaration”. After this content, the author raised this question: The Penghu Islands belong to Taiwan. However, why is the Cairo Declaration juxtapose Taiwan with the Penghu Islands? In fact, the draft of the Cairo Declaration only mentioned that post-war Japan should be returned. The Taiwan was occupied but the Penghu Islands were not mentioned.
